一、项目背景
Background
截止到2020年末，我国60岁以上老年人口已达到2.64亿人，占人口总数的18.70%。党的十九届五中全会将“积极应对人口老龄化”确定为国家战略，《国务院办公厅关于推进养老服务发展的意见》(国办发(2019)5号)等相关文件明确提出将培养业务过硬、技能全面、职业素质好的复合型高质量技术技能型养老服务人才作为重中之重。为培养高素质、复合型的养老人才，学院于2022年5月份成功获批与日本东京福祉大学合作举办智慧健康养老服务与管理专业合作办学项目。
By the end of 2020, there are 264 million people over 60 in China, accounting for 18.7% of the total population. The fifth Plenary Session of the 19th CPC Central Committee identified “taking active measures to address population aging” as a national strategy. “Opinions on Promoting the Development of Elderly Care Services of the General Office of the State Council (the State Council General Office Document (2019) No. 5)” and other relevant documents clearly put forward the cultivation of elderly care talents with excellent skills and good professional qualities as a top priority. In May 2022, the cooperation between Weifang Nursing Vocational College and Tokyo University of Social Welfare on Intelligent Senior Care and Management major was approved, aiming to cultivate elderly care talents with high quality.
日本作为目前全球老龄化率最高、老龄化速度最快的国家之一，形成了相对较为成熟的养老模式、养老政策体系以及养老专业人才培养体系，本合作项目与日本东京福祉大学开展联合培养，引进国外办学理念，引进优质教育资源，加强专业内涵建设，同时开拓学生视野，致力于将学生培养成具备国际视野、国际先进养老服务理念和养老服务技能的德智体美劳全面发展的高素质技术技能人才，为中国养老行业发展提供人才支撑和智力支持。
As one of the countries with the highest aging rate and aging speed globally, Japan has formed a relatively mature pension model, policy system and elderly care personnel training system. This cooperation program carries out joint training with Tokyo University of Welfare, introducing foreign teaching ideas and high-quality educational resources, strengthening specialty construction. Meanwhile, this program focuses on broadening students’ horizons, devoting to cultivating high-quality technical and skilled talents with an international vision, advanced international concepts and skills of elderly services. In addition, those students will also possess the all-around development of morality, intellectuality, physical fitness, aesthetics and aesthetics, so as to provide talents and intellectual support for the development of China’s elderly care industry.
二、培养形式
Forms of Cultivation
加强日语教学。加强日语师资队伍建设，选派具有优秀教学经验的教师承担教学任务，加大日语教学课时比例，提高学生日语基本应用技能；国际合作院校为项目选派外教，指导学生加强口语训练和专业日语训练。
Focusing on teaching of Japanese. Weifang Nursing Vocational College strengthens the training of language teachers, selecting teachers with rich teaching experience to undertake teaching tasks, increasing the proportion of courses teaching in Japanese, and improving students’ basic language application skills. Meanwhile, Foreign partner institution selects teachers from Japan to guide students to improve their colloquial language and Japanese related to major.
引进先进教学资源和管理模式。国际合作院校教师承担不少于1/3专业课程的教学任务；引进国际合作院校教材、参考资料、教学课件、考核办法与标准等优质教学资源；外方院校参与学生考试考核和成绩备案，每年到校协调解决教学过程中出现的问题，促进合作办学项目健康发展。
Introducing advanced teaching resources and management modes. Foreign partner institution undertakes no less than 1/3 of the specialized courses. This program introduces high-quality teaching resources such as teaching materials, reference materials, teaching courseware, assessment methods and standards of foreign partner institution. Partner institution also participates in the examination and evaluation of students and record their grades, and come to Weifang every year to coordinate and solve the problems in the process of teaching and learning, so as to promote the healthy development of the program.
三、升学途径
Further Studies
1.专科毕业后，可继续参加山东省“专升本”考试；
After graduating from Weifang Nursing Vocational College, students can choose to take the examination for undergraduate education in Shandong Province.
2.国外合作院校为学生提供学历提升机会，学生是否出国提升完全自愿，出国前日语需达到国外合作院校的入学要求，日语能力考试JLPT2级，学费按照国外合作院校当年的收费标准执行。
Foreign partner institution provides students with opportunities for further studies, and it’s completely voluntary. Before going abroad, students need to meet the language requirements, which is the Japanese Language Proficiency Test level 2, and the tuition fee is in accordance with the current year's standards of the foreign partner institution.
四、就业方向
Employment
1.优先推荐到国内各级各类医养结合机构从事护理、评估、社工、营养配餐、心理照护等高技能岗位工作；
Recommending graduates to work in medical and nursing institutions domestically. Students will engage in nursing, assessment, social work, nutritional catering, psychological care and other high-skilled positions.
2.在老年产品生产或经营企业从事产品开发、辅具适配、产品营销等管理工作；
With the knowledge they learned, graduates can undertake products development, assistive devices adaptation, product marketing and other jobs in enterprises related to elderly products.
3.参加国外合作院校专升硕的学生可以选择在国外相关医疗机构就业。
Students who participate in the master’s degree program of foreign partner institution can choose to work in relevant medical institutions abroad.
五、该项目现阶段开展情况
Current Progress of the Project
与日本东京福祉大学智慧健康养老服务与管理专业专科教育项目:2022年经省教育厅审核通过，教育部完成备案，现已完成了二届学生的招生。目前，现在校生人数为49人。
In 2022, the cooperation between Weifang Nursing Vocational College and Tokyo University of Social Welfare on Intelligent Senior Care and Management major was approved by the education department of Shandong Province and the Ministry of Education of People’s Republic of China. Now, the program has completed the enrollment of the second class of students. At present, there are 49 students.
